new regulation on foreign maid hire


Everytime there is a problem, the authorities sit down and deliberate to overcome the problem and one thing is for sure to emerge out of all these big brain storming - new regulations.
It doesn't matter if there are enough regulations in place, a new regulation is a must most of the time. So now with a lot of domestic problem regarding maids and employers, the human resource ministry has announced a new measure which it thinks will solve the problems ensuring out of hiring foreign maids.
The new measure which reguires the maids and employer to attend a mandatory seminar is supposed to solve problems like maids running away, absconding with employers possession, employers ill treating maids and so and so forth.

BERNAMA Feb 21 report says : From next month, all new maids entering the country and their respective employers will have to attend a seminar meant to educate them on their rights and responsibilities.

Human Resource Minister Datuk S. Subramaniam (pic) said it was hoped that the seminar would help prevent unwanted incidents like maid abuse, theft by maids or maids absconding, from happening.

The half-day seminar named Seminar and Dialogue on Foreign Maids and organised by the Manpower Department (JTK) nationwide must be attended within six months of a maid's entry into the country, he told reporters after launching a guide book on the employment of foreign maids here Saturday.

Are new regulations really necessary to address these problems which can effective solved through effective enforcement. Besides, what is the point of this new regulation when maid abuse if just 2 per cent according to Fomca statistics! New regulations are not the answer if the authorities do a good job at enforcing whatever regulations and laws we currently have. Just like in other areas, transportation, financial sector and even marriages, new regulations are passed to overcome emerging problems in these areas. But the fact is regulations alone dont do the job. It is enforcing whatever little regulations we have which will keep the industry or sectors running smoothly. What is the point of having regulations when we dont enforce them effective or without impartiality? Treat every offender without impartiality and you make the system work. It is just like traffic offenders. Many know that they can get away if they know 'inside people' or pay someone the right amount and get your fine reduced.
The claim by Dr Subramaniam that just by a day's seminar attendance maids will become good workers,not run away, not steal from the employers and employers will more caring towards their maids. All these negative incidents in the sectors will effectively come to an end with this new regulation! Then when another problem crops up another regulation will be introduced and there is no end.
